Editor's Note
In
this issue of Network & Billing Update, big news on the
wireless side of things. The FCC releases its declaratory ruling
on wireless access charges and FCC officials indicate the wireless
LNP deadline will likely be extended. The wireless access charge
ruling explicitly permits wireless carriers to charge access fees
to IXCs, though the process is supposed to be contractual, rather
than through rules or by tariff. It will be interesting to see how
both wireless carriers and IXCs respond to the ruling. What do you
think?
FCC Declares
Wireless Access Charges Permissible by Agreement
In
a proceeding in which many of the major carriers on both sides participated,
the FCC issued a declaratory ruling last week that wireless carriers
may collect access charges from IXCs. The issue was originally referred
to the Commission by a federal district court in Missouri last July
in a dispute between Sprint PCS and AT&T. [More].

Wireless
LNP Deadline Likely to be Extended
The
FCC will likely grant wireless carriers their requested delay on
the November 24 deadline for wireless number portability next week,
according to commission officials. At the moment, it is still unclear
how long the commission may push back the deadline that would require
U.S. carriers to allow customers to switch carriers while keeping

NECA
Says Alphanumeric Company Codes Coming in August
The
National Exchange Carrier Association (NECA) predicted in March
exhaustion of purely numeric company codes by April or May. However,
a new NECA update, also based on the current number of company codes
being assigned each month, indicates that such exhaustion will now
happen in August. [More]

North American
Numbering Council Will Meet Next Week
The
next meeting of the North American Numbering Council (NANC) will
be held on Wednesday, July 17, 2002, from 8:30 a.m. until 5:00 p.m.,
and on Thursday, July 18, 2002, from 8:30 a.m. until 12:00 noon
(if required). The meeting will be held at the FCC, Portals II,
445 Twelfth Street, SW, Room TW-C305, Washington, DC 20554.
The
proposed agenda includes NANP exhaust results; report of the Local
Number Portability Administration (LNPA) Working Group and Wireless
Number Portability Operations (WNPO) Subcommittee - WNPO/CTIA, including
status of meeting the November 24, 2002 pooling and porting deadline;
a report of the National Thousands-Block Pooling Administrator;
and more. The meeting will adjourn no later than 12:00 noon on the
second day. The next meeting is scheduled for September 24-25, 2002.
