As the regional Bells and their local phone service competitors such as AT&T and WorldCom struggle over regulatory rules, they are debating the future of a declining market. There were 191.7 million local access lines in the U.S. in 2001. That number had fallen to 189.1 million in 2002, as newer competitors attracted more customers. About three percent of telephone users have cell phones as their only phones. Cox Communications said that in 2002, it had 718,000 customers for its voice-over-cable service. And voice-over-IP services from firms such as Vonage are growing in popularity. (Source: New York Times)
