| Number Pooling Deadline Looms Near Wireless carriers operating in large metropolitan areas, in areas subject to state mandated pooling, or where numbering plan areas (NPAs) are in jeopardy are required to implement thousands-block number pooling by November 24 of this year. The FCC recently extended the deadline for implementing wireless local number portability (LNP) until November 24, 2003, but retained this years deadline for pooling. All wireless carriers must also support roaming nationwide for customers with pooled numbers by the same date. Thousands-block number pooling includes both reporting and network upgrade requirements. Reporting requirements include filing the biannual number utilization report (FCC Form 502), returning unused NXX codes, and complying with the sequential numbering assignment rules. Network upgrade requirements include modifications to such systems as local service management systems, service control points, service order administration systems, and operations support systems. In related action, the FCC seeks comment on Californias petition for waiver of the FCC's contamination threshold rules. The FCC requires service providers who participate in thousands-block number pooling to donate thousands-blocks with ten percent or less contamination. California PUC asks the FCC to increase the contamination threshold to 25 percent, stating that this would add approximately 5.2 million to 6.2 million numbers to pools in California.
