Editor's Note

As wireless number pooling looms around the corner, unforeseen problems arise with California’s area code plans. Also in this issue are links to continued coverage of the ongoing UNE (line-sharing) battle saga and two useful government reports on carrier statistics and broadband. Not to mention, the “world’s funniest joke.”

Just a reminder – look for me at the TeleStrategies Revenue Assurance conference next week. I’ll be leading the intercarrier compensation round table and would like to meet ATS Network & Billing Update readers attending this event. If you can’t make it to the event and would like an outline of my presentation, let me know and I’ll e-mail it to you.

As always, please do provide any feedback on the content of this newsletter and feel free to suggest topics you’d like to see covered – what kind of information is important to you and at what level of detail? We’re considering changing the newsletter frequency from biweekly to monthly – will you miss more frequent coverage of the topics we cover? Also, what kind of information would you like to see addressed in Webinars (we’re planning some soon)?

Thank you and enjoy!

California Area Code Plan Could Hurt Number Pooling

CTIA objects to the FCC about California's attempt to impose an area code solution that could severely affect wireless carriers’ efforts at number pooling in the state. [© WirelessWeek, more]. [Top of Page]

Bells vs. CLECs: The Fight Over Line-Sharing Rules Goes On

Many competitive carriers vanished during the telecom market's collapse, yet the squabbling over access-line sharing continues. BellSouth, for example, recently announced that it now offers long-distance in North Carolina, South Carolina, Alabama, Kentucky and Mississippi -- its permission to do so, of course, is based on the opening of its local markets to competition.

But competitive carrier Access Integrated Networks, Voices for Choices and other trade groups say BellSouth has been lobbying hard to eliminate the UNE-P (unbundled network elements platform) rule that requires regional Bells to provide access to their lines at a discount. FCC Shares Carrier Statistics

Each year, the FCC has published the Statistics of Communications Common Carriers, a reference work used by academics, consultants, marketers and other researchers in the field of telecommunications. This report includes data on telecommunications costs, revenues, prices, and usage.

The report is divided into the following five sections: (1) general information on industry structure; (2) financial and operating data relating to telephone carriers; (3) data on international communications; (4) historical financial and operating statistics; and (5) data on industry trends. In order to expedite release of the information, the FCC is making all of the data available electronically at this time, before the report's formal publication in December 2002, at www.fcc.gov/wcb/stats. US DOC Issues Broadband Report

The US Department of Commerce’s Office of Technology Administration recently issued a report "Understanding Broadband Demand." It found that demand for broadband is robust, although as with most new technologies, broadband supply currently exceeds demand (in all but the most rural markets). The report indicates the factor most likely to accelerate broadband demand is the creation and deployment of easily understood, value-added business and consumer applications at prices that meet the needs of the market. The Report is available at the DOC's site. [Top of Page]
