Our fall conference "circuit" began last week with the NECA Expo 2002 in Las Vegas. Over 700 people attended, and ATS' Ken Babcock and I found it well-organized and educational. In fact, we found out how leading-edge even many of the smaller ILECs can be, with next-generation services a growing part of the small-ILEC diet. FCC Commissioner Kathleen Abernathy spoke, there was discussion about WorldCom and impacts on intercarrier revenues, and also several other educational sessions and dozens of vendors. ATS is pleased to announce its partnership with NECA Services (see below), which had a significant turnout at its Expo events.


Interconnection, Reciprocal Compensation Disputes Continue

In unrelated proceedings, the U.S. Federal Communications Commission (FCC) has recently preempted jurisdiction from one state utility commission and has been petitioned to do the same with another state commission over disputes arising from interconnection agreements and reciprocal compensation provisions. These proceedings continue to illustrate the confusion and difficulties inherent in the interconnection process for local competition and how they can significantly impact intercarrier revenues and the billing process. While the debate rages on among government and industry representatives about how to bring broadband and advanced services to fruition, the focus seems to be on the large service providers and start-ups.
