Local Number Portability

The FCC has mandated that Wireless carriers will provide Subscribers with Local Number Portability as of November 24, 2002.  A national database is already maintained for all ported numbers.  Each Number is assigned a Local Routing Number (LRN).   All carriers must query this national database (DIP) to determine the current ported-status of the Number and LRN, since there is no way of knowing which 10-digit numbers have become ported within the last hour.  This means that every call an MSC handles will need to be queried to dynamically route the call.  Each query the MSC makes has an associated transaction cost. 

Business Issue: Clients need a method of verifying the invoices resulting from the queries each switch-location launches to correctly connect our Subscriber's calls to a Ported number.  

CDR Applicability: By analyzing the CDRs against Telcordia's LERG data clients can verify that the quantity of queries to the national database is accurate.  The resulting data can be the foundation for a system that allows the client to track Ported usage for all numbers, giving invaluable trending information.  This information would be the foundation for good reporting on what numbers are active on a given switch/market and their utilization thresholds.
